iLINTAS – Petronas Integrated Licensing Information and Tendering Administration System

Posted on 23 July by OffshoreMan

First of all, Congratulation to Petronas for the successful implementation of its iLINTAS (Integrated Licensing Information and Tendering administration System).  It is a very comprehensive system containing information of all vendors & companies under the Petronas Licensing department.  As an engineer, i dont have the access to the information.  The procurement department or similar will be the official channel to get the list of approved vendor from Petronas.  The iLINTAS information is highly confidential.  Even though it is new to me, but again there is a lot of positive outcomes from the system itself.

  1.  Owning a Petronas License will not the ultimate reason for vendor/company getting invited for all tender.
  2. To ensure your company is always included in iLINTAS database you must always comply to all Petronas requirement.  I personally dont know what is the requirement, but i believe part of it is Validation of Petronas License, Submission of Audited Account, No Complaint from sub-vendor on work quality or payment … etc.  (You are invited to add to this list)
  3. Indirectly its encourage all vendor especially local business to practice proper business practice
  4. It is also indirectly improve vendor work quality since (i believe) part of the requirement is to have a ‘good track record’ if you want to maintain inside the system.

But I still don’t have the info, whether the information is accessible to Non-Petronas License entity.  My last comment would be, it is worth to assign someone to monitor the requirement just to ensure your company is always inside the iLINTAS.  You will easily loose business opportunity if you are not inside the LOOP.

Note : We would appreciate if anyone out there could elaborate more on this iLINTAS system.

    Yes, I’m agreed with Mr.Sulaiman about the positive outcomes from the said system, specially as he’s mentioned;
“Indirectly its encourage all vendor especially local business to practice proper business practice”

One alternative to using platforms with surface wells for offshore
hydrocarbon production is placing trees on the sea bed and
connecting them to processing and removal platforms through
rigid and/or fl exible pipes. Trees and subsea collection systems
are remotely controlled through umbilicals that send data, steer
the subsea trees and send service fl uids from a platform or a
production vessel. Technip’s services include the turnkey delivery
of these subsea systems, particularly, offshore work (pipelay and
subsea construction) and the manufacture of critical equipment
such as umbilicals and fl exible pipes. Technip can also handle the
procurement of other subsea equipment and the procurement
of rigid pipes that the Group acquires from third parties through
international bids. As markets move towards greater sea depths,
there is a growing need to implement new resources and approaches.
Due to its technological innovations, Technip can serve
customers opening new ultra-deep sea fi elds, as demonstrated
by contracts it won in 2009 for the installation of pipes at record
depths in the Gulf of Mexico, Ghana, Equatorial Guinea or Brazil.
Top 3 players in global subsea services market have 35% global market share. They engage in activities like engineering, installation, repair and other such field related services.
Some operators, and particularly Petrobras in Brazil, purchase
fl exible risers and fl owlines directly from fl exible pipe manufacturers
without installation services or other equipment. In this
segment, Technip performs the engineering and manufacturing of
the fl exible pipes, relying on:
its engineering Centers in Rio de Janeiro, Paris, Oslo, Aberdeen,
    Kuala Lumpur, Perth and Houston.
